Public comments may be made:
- In person: Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration (or complete a speaker card prior to the meeting). Comments for all agenda items are limited to a speaking time of three minutes unless modified by the Mayor.
- In writing: Go to http://bishop-ca.granicus.com/ViewPublisher.php?view_id=8 to submit an "eComment" for the corresponding meeting. Please note that eComment submissions closes at 3:00 p.m. on the day of the meeting. You may also hand deliver public comments to the City drop/payment box located at the Church Street entrance to City Hall on or before the deadline noted above. Written public comments received after the deadline will be provided to the Council at the earliest possibility. Please note written public comments received will not be read aloud at the meeting.

A. Second Reading and Adoption of an Ordinance Amending Title 8, Health and Safety, Chapter 8.32 Smoking, Section 8.32.020 (Definition) and Section 8.32.030 (Smoking Prohibition).
Council consideration to approve the second reading and adoption of the proposed ordinance (by title only).
B. Flock Camera Agreement
Review and approve Flock Camera agreement to provide the City with two new surveillance cameras on City property with a cost not to exceed $7,000.00.

14. NEW BUSINESS
A. Sewer Line Inspection System Replacement
Council consideration to approve a purchase order with Haaker Equipment Company for a new sewer line inspection system at a total cost of $125,257.33 and authorize the Public Works Director to sign the purchase order.
B. Task Order Amendment for the West Line Water Main Replacement Project
Council consideration to approve the Public Works Director to sign an amendment to existing Task Order #1 with Wood Rodgers for a revised scope as described for $47,000 and approve a budget adjustment to the Water Fund as proposed.
C. Task Order to Update City Standards and Details
Council consideration to approve the Public Works Director to sign a task order with Wood Rodgers to update the City’s standards and details for a not-to-exceed fee of $65,275 and approve a budget adjustment as proposed.
